President Obama announced his 2013 budget request on Monday, Feb. 13. The budget for the Department represents an overall proposed increase of $1.7 billion, for a 2.5 percent increase above the enacted FY 2012 budget.
Three key themes are sounded in this budget:
Detailed description in Special Issue of OVAE Connection.
On the news front, of primary importance is the White House release of the proposed 2013 Budget this morning. For adult education, the news is mixed. They propose cutting funding for adult education $1.1M from the current $596.1 million to $595 million. This may not seem like much but when you consider inflation, increased demands for services, etc. adult education is one program deserving of a funding increase.
As in previous years, funding is taken off the top for the English Literacy/Civics education program. The proposed amount for this year is for $74.7 million.
Even though these numbers seem to represent almost level funding, the bad news is that the Administration proposes to take $15 million off of the top of the state grant funds for a Workforce Innovation Fund (WIF). Thus, the proposed funds available for state grants for 2013-2014 would be reduced by $15M.
Building on Foundations for Success: Guidelines for Improving Adult Mathematics Instruction, Final Report
Recognizing the paucity of research available on adult numeracy instruction, the U.S. Department of Education, Office of Vocational and Adult Education (OVAE) initiated the Strengthening America?s Competitiveness Through Adult Math Instruction project through a contract with MPR Associates, Inc. and its partners, the Center for Literacy Studies at the University of Tennessee, Rutgers University, and TERC. This project sought to determine (1) what to teach in adult numeracy instruction, (2) how to teach it, and (3) how to teach teachers to teach it. These questions form the basis for this report. To begin this work, OVAE proposed to examine the Foundations for Success (NMAPP report to determine if any of its findings or recommendations could apply to mathematics instruction for adults.
